A SMALLER, GENTLER GOVERNMENT OF, BY, AND FOR THE PEOPLE

 

THE CONSTITUTION WAS CREATED IN A SLOWER, GENTLER TIME, BEFORE TV AND THE INTERNET. THERE WAS NO INCOME TAX, NO IRAN (AS FAR AS WE KNEW), NO WELFARE. THE RULES FOR THE GOVERNING THE US WERE RELATIVELY SIMPLE. PUBLIC SERVICE WAS PUBLIC SERVICE!! AND EVERYBODY WAS PRETTY MUCH EQUAL.

 

TIMES HAVE CHANGED. WORLDWIDE COMMUNICATION IS VIRTUALLY INSTANTANEOUS.  THE GOVERNMENT, INTENDED TO BE "OF THE PEOPLE", HAS JUST ABOUT ABSORBED THE PEOPLE, SOMETIMES BY A LOOSE INTERPRETATION OF THE CONSTITUTION.  STRICTLY LEGAL, "THEY" SAIDSTRICTLY BY THE RULES!! AND WE FOUND THAT SOME OF US ARE MORE EQUAL THAN OTHERS

 

WE NEED SOME NEW RULES OF THE GAME. WE NEED A STRATEGIC PLAN TO METHODICALLY UNDO THE DAMAGES DONE BY UNWARY BUREAUCRATS OVER THE CENTURIES.  IT WILL TAKE TIME.

 

HERE ARE SOME OF MY IDEAS AS TO HOW TO GET BACK ON TRACK.  FEEL FREE TO EMAIL YOUR COMMENTS. 


           1.      
THE GOVERNMENT SHALL BE READILY AVAILABLE TO THE PEOPLE

 

2.        CONGRESS SHALL BE MADE UP OF  AVERAGE AMERICANS, NOT RICH ELITISTS

3.       ELECTED TENURE SHALL BE NO MORE THAN TEN YEARS

4.       EACH GOVERNMENT EMPLOYEE SHALL BE REQUIRED TO COMMIT TO ANNUAL SPECIFIC OBJECTIVES

5.       SUPREME COURT JUDGES SHALL BE ELECTED BY POPULAR VOTE AND SHALL BE SUBJECT THE SAME RULES AND LIMITATIONS AS THE CONGRESS.

6.       ALL LEGISLATIVE BILLS SHALL BE LIMITED TO 100 PAGES

7.        BILLS SHALL HAVE NO EARMARKS, AND SHALL BE PUBLICLY ACCESSIBLE  72 HOURS BEFORE VOTE

8.       THE INPUT OF THE  PUBLIC SHALL BE ACCOMMODATED VIA THE INTERNET (OR EQUIVALENT)

9.       BILLS WITH COSTS OVER $10 BILLIONS SHALL BE SUBJECT TO PUBLIC APPROVAL

10.   BILLS SHALL CONTAIN CLEAR SUMMARIES OF EXPECTED COST AND EXPECTED BENEFIT;  BILLS NOT  MEETING  OBJECTIVES WILL BE SUBJECT TO IMMEDIATE TERMINATION

11.   THE PRESIDENT’S CABINET SHALL BE LIMITED TO SEVEN MEMBERS, WITH THE THESE PRIME DUTIES:

              A.      FORMATION OF A MORE PERFECT UNION

              B.      ESTABLISHMENT OF JUSTICE

         C.      INSURING DOMESTIC TRANQUILITY 

         D.      PROVISION FOR THE COMMON DEFENSE

         E.       PROMOTION OF THE GENERAL WELFARE      

         F.       SECURING  THE BLESSINGS OF LIBERTY FOR OURSELVES AND OUR POSTERITY

         (A VICE PRESIDENT SHALL PROVIDE AS-NEEDED  SUPPORT FOR ALL CABINET MEMBERS, UPON PRESIDENT'S ORDER)

 

12.  CANDIDATES FOR GOVERNMENT OFFICE MUST QUALIFY FOR A GOVERNMENT Q (SECURITY) CLEARANCE BEFORE INSTALLATION

13.   CONGRESSIONAL SALARIES  SHALL BE EQUAL TO THE AVERAGE WAGE-EARNER SALARY IN THEIR STATE

14.   GOVERNMENT PENSIONS SHALL BE PROVIDED ONLY THROUGH STANDARD 401-K PLANS

15.   CONGRESSMEN SHALL SERVE AS THEIR OWN CHIEFS OF STAFF

16.   ALL GOVERNMENT EMPLOYEES SHALL  OBTAIN HEALTH CARE IN THE COMMERCIAL MARKETPLACE

17.   THERE SHALL BE NO MORE THAN SEVEN LEVELS OF MANAGEMENT IN THE GOVERNMENT

18.   EACH ELECTED OFFICIAL SHALL  BE EVALUATED YEARLY AGAINST HIS/HER COMMITTED OBJECTIVES;    ANY OFFICIAL NOT MEETING 70% OF HIS/HER OBJECTIVES SHALL BE      SUBJECT TO A NEW ELECTION WITHIN 90 DAYS OF MEASUREMENT

19.   MANAGEMENT SPAN OF CONTROL (ca PETER DRUCKER) SHALL NOT EXCEED 10 EXCEPT FOR LOWEST-LEVEL UNITS 

20. EXCLUDING THE ARMED FORCES, THE SIZE OF THE GOVERNMENT SHALL NOT EXCEED 1,000,000 PERSONS

22. CABINET OFFICERS MUST DEFINE SPECIFIC MISSIONS, AND PRESENT RELATED ANNUAL STRATEGIC PLANS AND ANNUAL PERFORMANCE REPORTS WHICH SHALL BE AVAILABLE FOR  PUBLIC VIEW 

23. CITIZENS VOTES SHALL BE WEIGHTED PROPORTIONATE TO TAXES PAID DURING THE PAST YEAR.

24. ABSENT AN APPROVED, BALANCED BUDGET ANNUALLY BY OCTOBER 1, THE PREVIOUS YEAR'S BUDGET LESS 10% SHALL BE IMMEDIATELY ADOPTED FOR THE CURRENT YEAR

25.  THE IRS SHALL BE ABOLISHED, AND THE US SHALL BE FINANCED BY A FLAT CONSUMPTION TAX COLLECTED AT ALL POINTS OF SALE

26.  THE PUBLIC MAY PETITION FOR AND OBTAIN CONGRESSIONAL ACTION ON ANY ISSUE IF SUPPORTED BY 25,000 TAXPAYER-SIGNERS.
